LONDON (Reuters) -Russia has instructed Ukraine it is able to halt army operations “in a second” if Kyiv meets a listing of situations, the Kremlin spokesman mentioned on Monday. Dmitry Peskov mentioned Moscow was demanding that Ukraine stop army motion, change its structure to enshrine neutrality, acknowledge Crimea as Russian territory, and recognise the separatist republics of Donetsk and Lugansk as unbiased states. It was probably the most specific Russian assertion to date of the phrases it needs to impose on Ukraine to halt what it calls its “particular army operation”, now in its twelfth day.
